A community hall may be a useful place to coordinate support, but its existence does not make it an emergency centre. The owner, local authority and relevant organisations need to agree what it can provide and under what conditions.

Confirm the proposed role

Ask the venue owner and local emergency planning contact whether the building has an agreed function. Distinguish a community information point from accommodation or a formally managed rest centre. Do not advertise services, opening times or capacity until the responsible people confirm them, and identify who has authority to open and close the venue.

  • Keep a verified contact for the keyholder and a backup.

Check practical access and dependencies

Discuss accessible entrances, toilets, communications, heating and safe food arrangements. Consider what happens if power, water or access roads fail. A venue may be unsuitable for some activities or people, so record limits clearly. Any specialist safety, insurance or safeguarding questions should be addressed through the responsible organisation rather than improvised by volunteers.

  • Keep public information separate from private support records.

Communicate the current arrangement

Use dated notices and verified channels to explain what is available, who it is for and how to obtain help. Do not encourage travel when official directions say to remain elsewhere. Review arrangements after a test or incident and remove stale information promptly, so a closed building is not still presented online as open.

  • Provide an alternative information route where possible.
